Objectives Explain the risks and responsibilities of hazardous materials responses Describe how to manage scenes and care for those affected by hazardous materials Content Information Covered 1 Risks and Responsibilities of Operating in a Cold Zone at a Hazardous Material or Other Special Incident 1 Entry level students need to be certified in 1 Hazardous Waste Operations and Emergency Response HAZWOPER standard 29 CFR 1910.120 q 6 i First Responder Awareness Level 2 This can be completed as a corequisite or prerequisite or as part of the entry level course 2 Risks and Responsibilities of Operating on the Scene of a Natural or Man Made Disaster 1 Role of EMS 1 Personal safety 2 Provide patient care 3 Initiate and operate in an incident command system ICS 4 Assist with operations 2 Safety 1 Personal First priority for all EMS personnel Use appropriate personal protective equipment for the conditions Conduct scene size up Apply time distance and shielding for self protection Emergency responders may be targets Be aware of the danger of secondary attacks 2 Patient Keep patients informed of your actions Protect patients from further harm Recognize signs and symptoms of biological nuclear incendiary chemical and explosive B NICE substances Understand the concept of greater good as it relates to delayed care Provide care to terrorists or criminals when required 3 Conduct a 360 degree assessment and scene size up Identify outward signs and characteristics of terrorist incidents Identify outward signs of a weapons of mass destruction WMD incident Identify outward signs and appropriate protective actions related to biological nuclear incendiary chemical and explosive B NICE weapons 4 Determine the number of patients Implement local multiple casualty incident MCI protocols as necessary 5 Evaluate the need for additional resources 6 EMS operations during terrorist weapons of mass destruction and disaster events Use an all hazards safety approach Maintain initial distance from the scene and approach only when safe Perform ongoing scene assessment for potential secondary events Communicate with law enforcement during armed attacks Initiate or expand the incident command system as needed Use perimeters to protect rescuers and the public from injury Establish an escape plan and mobilization point at terrorist incidents 7 Care of emergency responders on scene Use auto injectors safely for self and peers Ensure safe disposal of auto injector devices after activation.
