You can write a residency agreement that follows every DHS regulation on the books and still end up on the wrong side of an NCIA board decision. The two authorities do not always agree, and when they diverge, it is the manager who answers for it. That gap is rarely obvious until a complaint, a survey, or a board action puts it in front of you. This class walks through where DHS regulation and NCIA board precedent pull in different directions, using actual decisions the board has issued against managers who believed they were compliant. We will work through the residency agreement as the document where regulation, precedent, and ethics intersect, and extend the same lens to the policies and procedures that sit underneath it. Ethics is not a footnote here. It shapes how an agreement is formed and how it holds up when someone challenges it.
