Course overview

First responders face significant risks when responding to terrorist incidents, which are classified as High Acuity Low Frequency Events (HALFEs) that can cause mass casualties, structural damage, and compromise crime scene evidence if not handled properly. Many emergency personnel lack the specialized training needed to recognize suspicious incidents, preserve critical evidence, and differentiate between threat assessment and risk assessment at potential terrorism crime scenes. This interactive online course will teach you how to recognize various indicators of terrorism-related incidents and identify appropriate scene-specific responder activities and considerations for biological, nuclear, incendiary, chemical, and explosive (B-NICE) threats. Additionally, you will learn to identify outward warning signs of lethal agents, preserve physical evidence that may be crucial for prosecution, and understand when to delay entry while waiting for specialized personnel to ensure both responder safety and investigative integrity.
